Andhra Pradesh minister directs collectors to remove private lands from 22A register, ET RealEstate

VIJAYAWADA: Revenue minister Anagani Satya Prasad asked district collectors to ensure that no private land is earmarked in 22A (prohibitory) lands register. Addressing the district collectors’ conference on Tuesday, Satya Prasad said the chief minister (Nara Chandrababu Naidu) strongly believes that people have a long-lasting bond with their lands and consider them as a guarantee to life.

“It is our duty to protect the rights of individuals over their lands. It is incorrect to keep private lands in 22-A. Remove all such lands from 22-A immediately to end the sufferings of common people. The chief minister wants all land-related issues to be resolved at the field level itself. We have initiated several reforms in the revenue dept to resolve the issues,” the minister added.

He said in addition to repealing the controversial Land Titling Act introduced by the previous YSRCP regime, the NDA govt in the state has brought in the Land Grabbing Prevention Act and the ROR Act. “The ROR Act has been amended to make RDOs as appellate authority instead of DROs to resolve land litigation issues fast. Thousands of people were not even aware why their private lands were kept in 22-A. The govt is undertaking a programme to regularise land for the poor who have encroached upon unobjectionable lands in the state,” Satya Prasad said.

Stating that the resurvey conducted by the previous govt was riddled with mistakes, the minister said the YSRCP govt misused Rs 700 crore just to carve out pictures on survey stones and title passbooks. “We conducted village assemblies on the resurvey, after which revenue conferences were held. Along with these, grievances are also coming in the PGRS. The govt is conducting the resurvey in a transparent manner by taking up just 20 acres per day,” he added.

The minister further asked district collectors to form special real estate committees with officials from revenue, municipality, panchayat raj, urban development depts, and bankers to resolve the issues of realtors.
