JAIPUR: According to a Lok Sabha response from the ministry of Panchayati Raj, the Svamitva scheme completed the preparation of records of rights or property cards for the owners of residential properties in only 13,310 villages (36.6%) out of 36,352 notified villages in Rajasthan. The response indicates that drone surveys were carried out in 35,721 villages, while 8.6 lakh property cards were issued/prepared in the state till now.
The scheme was inaugurated by PM Narendra Modi on National Panchayati Raj Day, April 24, 2020, with main purpose of providing officially recognised ‘record of rights’ to residential property owners in inhabited (abadi) areas in villages. As of Feb 6, 2025, drone surveys were completed in 3.18 lakh villages, and 2.38 crore property cards prepared for 1.59 lakh villages, the reply given by Union Panchayati Raj Minister Rajiv Ranjan Singh on Feb 11 mentioned.
The Svamitva scheme involves the demarcation of inhabited villages using the latest drone technology with the objective of preparing records of rights and property cards for residential properties. The ministry of Panchayati Raj set targets for drone surveys and property cards. The states and Union territories (UTs) are expected to complete the drone survey by March 2025 and the preparation of property cards for the rural abadi areas by March 2026.
An online dashboard provides village-level progress updates, and the ministry offers dedicated ‘handholding’ support to states and UTs for implementation.
