NEW DELHI: Delhi Development Authority’s upcoming project of super-HIG, HIG flats at Golf View Apartments in Sector 19B, Dwarka, has drawn the ire of allottees for several reasons.

The allottees have claimed that finishing and infrastructure work were still in progress and DDA had not yet obtained all statutory permissions.

This has happened when the e-auctioning process is complete and the authority has asked allottees to pay 75% of the amount within 60 days of receiving the demand-cum-allotment letters (DAL).

Buyers doubt if the project will be completed in a time-bound manner (June 30) and if they will be able to move in.

DDA, on the other hand, has said that work is in progress at the site and they are sure of obtaining all permissions and fulfilling all promises made in the brochures in a time-bound manner.

The project, which offers penthouses, super-HIG and HIG flats, was sold recently using an e-auction for the first time in DDA’s history. The allotment process was in three phases.

“I bought a super-HIG flat in phase I and people like me were shocked to receive the letters, asking for a deposit of 75% of the amount within 60 days by March 29, despite very slow progress on the ground. The DDA brochure stated that the housing complex is likely to be ready by June 30, but looking at the situation on the ground, I don’t think DDA will be able to complete work till Diwali and our precious investment will get stuck,” an allottee said.

Residents said that as on date, many statutory compliances or approvals like the one from the Real Estate Authority of India, completion-cum-occupancy certificate, fire NOC are not with DDA.

“They applied for IGL connections after we had a meeting with DDA senior officials where we raised our concerns. We had a meeting with the RERA chairman and were informed that the registration, which was supposed to be done before advertising etc. of any project, was not obtained. In Nov, DDA started advertising the scheme,” another allottee said. TOI could not get a response from the RERA chairman.

The bidders have requested the authorities to withdraw and defer the demand for payment of 75% of the amount till DDA is able to complete the flats or reduce this amount to 25% for now and give two months for deposit of the remaining amount.

DDA officials said the terms of the scheme were in the brochure and communicated to the buyers.

“DDA takes 100% of the demanded amount for the flats, which are complete. Since these flats are not in move-in condition, relaxation was provided and 75% of the amount was asked upfront within two months of issuance of the demand letter and the rest at the time of handover,” an official said.

Officials stated that the authority was making all effort to complete the project by June. “We have applied for necessary approvals. So there is no plan to extend the deadline as of now,” an official said.
