MUMBAI: To make the Dharavi redevelopment project more attractive, incentives including relaxations in open spaces to be maintained in front of buildings have been offered, terming the redevelopment project as a Vital Public Purpose Project.

S V R Srinivas, chief executive officer, or CEO Dharavi Redevelopment Project (DRP), Slum Rehabilitation Authority (SRA), in a notice issued on Saturday has sought powers to allow relaxation in open spaces in front of buildings without charging premium provided “the relaxation will not affect the health, fire, structural safety and public safety of the inhabitants of the building and the neighbourhood”.

The relaxation is to be allowed in specific cases where a clearly demonstrable hardship is caused, and the CEO will be required to provide reasons in writing for permitting the relaxation in open spaces in front of the buildings.

At present, DCPR (Development Control & Promotion Regulations) 2034 or the Development Plan 2034 mandates a 10ft open space in front of a building.

Srinivas has sought to insert a new sub-clause in Regulation 33(10)(A) of the DCPR 2034. The regulation deals with amenities and facilities to be provided under the Dharavi redevelopment project.

It is not clear whether open space will be allowed to be reduced or completely done away with, thereby allowing a building to abut the road. This relaxation has been sought without charging any premium.
