MUMBAI: Rural Development and Panchayat Raj Minister Jayakumar Gore has instructed the system to work towards providing all the Gharkul beneficiaries with their rightful houses under the Pradhan Mantri Awas Yojana , including giving priority benefits to the landless homeless under the Gharkul Yojana.
A review meeting of the Konkan Division related to the Rural Development and Panchayat Raj Department was held at the Ministry. The meeting was attended by Minister of State for Rural Development and Panchayat Raj Yogesh Kadam, Principal Secretary of the Rural Development Department Eknath Dawle , Konkan Divisional Commissioner Rajesh Deshmukh , along with the Chief Executive Officer of the Zilla Parishad in the Konkan Division , Project Director , and relevant officials.
Rural Development Minister Shri. Gore said that Prime Minister Narendra Modi is insistent that everyone in the country should get a house of their right. Chief Minister Devendra Fadnavis is paying special attention to the quality and speed of the construction of houses in the state under the Pradhan Mantri Awas Yojana.
Keeping this in mind, the various schemes of the Rural Development Department under the government’s 100-day program should be implemented with more transparency and speed. The state has achieved the goal of building twenty lakh houses. The construction of houses should be started promptly by approving the houses of all eligible beneficiaries.
The beneficiaries who do not have land or space to build should be given first priority. Also, a separate list should be made of beneficiaries who have space but do not have a house , indicating that Mr. Gore said that after the process of approving houses is completed, information about this should be given in the gram sabhas in the villages.
Minister Shri. Gore said, the list of names of Gharkul beneficiaries should be displayed in the premises of the Gram Panchayat office. So that everyone in the village will be informed about the Gharkul beneficiaries. Similarly, the Gharkul installments should be delivered to all the beneficiaries on time.
While conducting the survey, the survey work should be done with a view to ensuring that every eligible beneficiary gets the benefit of the scheme. In the Konkan belt, the village lands of the villages should be used for the Gharkul scheme. Similarly, the Gharkul benefits should be given to the beneficiaries under the Pandit Deendayal Upadhyay scheme. Strict planning should be done to fulfill the objectives of the scheme.
A large network of self-help groups has been formed under the Rural Livelihood Improvement Mission of the Rural Development Department. The system should pay more attention to increasing the activity of all the groups involved in it, including village associations, ward associations , and farmer producer companies.
To make all these groups active, a coordinated approach should be adopted and the pace of work should be increased. Regional officers should visit the ward associations. Minister Shri. Gore also gave instructions on this occasion that various schemes under the department should be implemented in a transparent and people-oriented manner.
Minister of State for Rural Development Yogesh Kadam said that the system should pay close attention to ensuring that the beneficiaries receive the installments of the Gharkul regularly , and said that the system should focus on physical inspection to ensure timely and quality completion of the work. Site inspection should be done on time.
After distributing the installments, the registration of the work started for the Gharkul should be kept properly. Installments should be given to the beneficiaries as prescribed according to the stage of work.
In order to increase the productivity of the self-help groups under the departments and to keep them functioning in greater numbers, the heads of the relevant systems should hold regular meetings with them. Mr. Kadam directed to work to achieve the goal by implementing all other schemes including the Lakhpati Didi Yojana of the Rural Development Department on a large scale.
A detailed review of various schemes of the Rural Development Department including the Rural Livelihood Improvement Mission , B Class Pilgrimage Development Program , and the Prime Minister’s Tribal Justice Campaign was conducted on this occasion.
