NOIDA: The Greater Noida Industrial Development Authority (GNIDA) is planning to set up a construction and demolition (C&D) waste processing facility with a capacity to handle 300 to 500 tonnes of waste daily. The project, estimated to cost Rs 18.4 crore, aims to tackle the pressing issues of fresh and legacy waste management in the city.
Currently, GNIDA operates a C&D waste processing facility in Ecotech 3, with a capacity of 100 tonnes per day (TPD), expandable to 300 TPD. It also maintains six designated waste collection points across Greater Noida. Despite this infrastructure, the facility is stretched to process an average of 150 TPD of fresh waste daily, while a backlog of approximately 70,000 tonnes of legacy waste remains unaddressed.
As Greater Noida experiences rapid urbanisation, including major infrastructure projects like the Noida International Airport in Jewar and increasing collaboration with neighbouring authorities like YEIDA, the generation of C&D waste is expected to rise significantly. The new plant is expected to enhance the city’s capacity to manage fresh waste efficiently while systematically clearing the accumulated legacy waste.
The proposed facility will likely be located in Astauli, or another approved site, and will operate under a public-private partnership (PPP) model.
The project will have a concession period of seven years, extendable twice by four years each, making the maximum duration 15 years. Under this model, the selected concessionaire will be tasked with the collection, transportation, and processing of all C&D waste in Greater Noida. This includes clearing the legacy waste at the current facility and addressing the issue of illegal dumping.
The concessionaire must clear the entire backlog of legacy and illegally dumped waste within one year of starting operations.
To deter unauthorised dumping, GNIDA plans to implement stringent penalties for violators. Individuals caught illegally dumping C&D waste will face a fine of Rs 1,000, while non-residential offenders will be fined Rs 2,000. Builders and developers violating waste disposal norms will be penalised Rs 25,000.
Enforcement will be jointly carried out by GNIDA officials and the concessionaire. The revenue generated from fines will be shared, with the concessionaire retaining 70% and GNIDA receiving 30%.
