PUNE: The state govt is actively considering implementation of the Unified Development Control and Promotion Regulation (UDCPR) across the Pune Metropolitan Region (PMR) despite the region’s development plan still awaiting clearance.
The proposal received initial approval from chief minister Devendra Fadnavis during Wednesday’s development authority’s first meeting for PMRDA in Mumbai and an official notification regarding this is expected to follow soon.
PMRDA commissioner Yogesh Mhase confirmed to TOI that CM Fadnavis has shown positive inclination towards the proposal.
“The chief minister has responded positively to the proposal as it was discussed in the Development Authority meeting held on Wednesday,” Mhase said.
Senior officials, however, emphasized that implementation would only proceed after the issuance of a formal Government Resolution (GR). “Considering that the CM was positive, it would be implemented as the urban development department officials were present at the meeting,” a senior official said.
The state govt had introduced the UDCPR across Maharashtra four years ago, but had specifically excluded the PMR region.
Last year, the regulation came into application for 23 villages merged within the municipal limits where the authority holds building permission rights.
PMRDA officials believe the UDCPR clearance would significantly boost the construction sector in the region as it is a large area.
They anticipate an increased development fee revenue and multiple benefits including a unified building code, relaxed amenity space requirements, and side margin discounts.
A developer, who did not wish to be named, said he has been demanding UDCPR for the PMR region for several years.
“With several infra projects being announced in the area the UDCPR implementation would help the developers,” he said.
With substantial population growth projected in these areas, officials are of the view that the UDCPR implementation would help in streamlining processes for both small property owners and developers.
The regulation is expected to increase affordable housing availability and enhance ease of doing business in the region.
The implementation would also bring uniformity to road width standards and help developers better manage their resources, a PMRDA official said.
This development follows last year’s successful application of UDCPR to 23 villages merged into the Pune Municipal Corporation.
