BENGALURU: Home buyers are concerned about rampant corruption and negligence at various Sub-Registrar Offices across the state during the registration of sale deeds. They feel that higher authorities are not taking action against those responsible for irregularities. Many complaints have been pending for years without any communication about their status.
“The District Registrar, Shivajinagar, issued a notice dated May 15, 2024, to the Sub-Registrar of Banaswadi for registering sale deeds without following norms,” said a homebuyer anonymously. “But no action, except issuing a notice, is taken against the Sub-Registrar for violating the norms.”
The Under Secretary of the Revenue Department issued a circular on May 28, 2024, directing authorities to attend a meeting chaired by the Principal Secretary of the Revenue Department on June 5. The meeting aimed to discuss actions taken and to be taken on complaints lodged by the Apartment Owners’ Association.
While some home buyers are optimistic about the government addressing their grievances, others question the logic behind organising meetings without positive results.
“I am optimistic about the revenue department and stamps and registration department addressing home buyers’ problems,” said Ameya Usgaonkar, a homebuyer. “It is good to know that most Sub-Registrars began demanding builders to produce khata certificates and occupancy certificates at the time of registering the sale deed.”

Dhananjaya Padmanabhachar, Sanchalak of the Karnataka Home Buyers Forum, emphasised the crucial role of Sub-Registrars in property transfers. He lamented that the negligence of Sub-Registrars is impacting home buyers’ rights and leading to fraud by promoters. Despite complaints, no action has been taken to prevent fraud, and home buyers’ cases remain unresolved.
Inspector General of Registration and Commissioner of Stamps Dr Mamatha BR stated that she has been addressing home buyers’ problems and discussed them in the June 5 meeting. Rashmi Mahesh, Principal Secretary of the Revenue Department, was unavailable for comment.
