Developers seek CM intervention for stalled Muda project approval, ET RealEstate

MYSURU: Eleven months have elapsed since the Mysuru Urban Development Authority (Muda) convened a meeting to approve layout projects and other development works, causing concern and financial losses among developers in Mysuru.

In a bid to resolve the impasse, they have now resorted to seeking the intervention of the chief minister.

The last meeting was held in September 2023, and its significance lies in the fact that it grants approval for layout projects, the release of sites in developed layouts, and khatha transfers. Despite conducting meetings for other purposes, Muda has not cleared files, subjecting developers to considerable hardships, according to the stakeholders.

The Muda scam and project approval works are distinct, and the government should promptly direct the urban body to hold a meeting to clear project works, they demanded.

According to members of the Confederation of the Real Estate Developers’ Associations of India (CREDAI), the initial delay in holding the meeting was due to the vacancy in the chairman’s post. Even when the deputy commissioner was chairman, developers’ concerns remained unaddressed. The announcement of the general election posed the second hurdle, and finally, the Muda scam involving the CM’s family has emerged as a stumbling block for their projects.

Muda commissioner AN Raghunandan told TOI that all services at the urban body have resumed from Monday, but the govt is yet to decide on works related to layout projects. A meeting in this regard is expected to be conducted soon.

Muda’s town planning member (TPM) Shivaramaiah clarified that regular works have commenced from Aug 5, but they are awaiting the state’s direction to hold a meeting to approve major project works.

Abhishek Hegde, a developer, expressed frustration over the delay, stating that despite completing all formalities and paying the requisite fees for layout plan approval, only file clearance from the commissioner and TPM is pending. However, authorities are delaying the process, citing the need for govt approval.

Credai honorary secretary Arun Pandit L highlighted the severe hardships faced by developers due to the delay, as they have invested substantial amounts in projects and entered into agreements with buyers. The association plans to meet the CM and urban development minister in Bengaluru on Thursday to seek their intervention.

Credai lresident Srihari D revealed that more than 100 layout projects have been stalled for a year due to the lack of meetings. Moreover, the Muda scam has severely impacted the industry, Srihari stated.
