Huda Set to Revise Master Plan for Hubballi-Dharwad Development, ET RealEstate

HUBBALLI: If everything goes as planned, the new and revised draft of the master plan for the development of Hubballi-Dharwad will be ready to be tabled before the state govt to get final approval in the next 15 to 20 days as the Hubballi-Dharwad Urban Development Authority (Huda) has now taken measures to revise the existing one.

Sources said that many illegal layouts have come up in the twin cities. Most of the roads and gutters have been encroached upon by the residents of the twin cities. The Huda is now seriously considering implementing the revised draft of the master plan to ensure that all taxpayers of the twin cities get proper roads, drinking water connections, proper UGD, and other basic amenities.

Sources said that the land available with Huda has been increased from 23,000-24,000 hectares to 27,000 to 28,000 hectares of land after Hubballi-Dharwad was selected under the central govt’s Amrut Yojana.

Now, the Huda is also planning to utilise the available land effectively to develop the city based on a proper plan by creating adequate basic facilities and residential areas for the needy.

Shakir Sanadi, president of Huda, told TOI that a new master plan was approved in 2019, keeping in mind the growth of the population up to 2031. But, we need to revise this master plan to incorporate certain changes, keeping in mind the growing population and the layouts in the twin cities.

“We had 408 square kilometres of local population area (LPA); after the e-GIS survey, it reached 411 square kilometres. Huda got an additional 4,000 hectares of land under Amrut Yojana. We are now considering revising the existing master plan after getting additional land by fixing conurbation boundaries to utilise the available land for residential plots, industries, commercial, and other infrastructure development,” he added.

The new city comprehensive development plan (CDP) will be implemented once the revised draft of the master plan gets approved by the govt in the days to come, Sanadi said.

“We have already held a meeting with main stakeholders, including KIADB, HDMC, housing board, land record, minor irrigation department, some locals, and other departments, to seek their suggestions to come out with a comprehensive draft to bring in changes in the existing master plan. We will try to incorporate ideas suggested by stakeholders in our revised draft,” he said.

He said they also called a meeting of all party leaders and met the district minister to discuss our plans to revise the master plan. “We have received suggestions to develop plots for the poor on available land, to build bus terminals in several areas in the city, to provide proper roads and drainage connections to the layouts, and also to check the illegal layouts which are mushrooming in the city. We will also hold meetings with other authorities to finalise the draft in 15 days,” he said.
