MCC Seeks Relaxation in STP Mandate for Multi-Storey Buildings, ET RealEstate


MANGALURU: The Mangaluru City Corporation (MCC) resolved to write to state government, seeking relaxation in the rule that mandates setting up sewage treatment plants (STP) in all multi-storey or commercial buildings of 2,000sqm built-up area.

As per a government order, obtaining consent for establishment (CFE) from the Karnataka State Pollution Control Board (KSPCB) is essential for the construction of multi-storey or commercial buildings on an area of 2,000sqm. As per the KSPCB rule, all multi-storey or commercial buildings with 2,000sqm of built-up area should have their own STPs.

The Confederation of Real Estate Developers’ Associations of India (CREDAI), Mangaluru, has sought a relaxation in the CFE mandate for multi-storey or commercial buildings up to 5,000sqm built-up area, only in places where the underground drainage (UGD) facility of the MCC is available.

In a letter submitted to the MCC, CREDAI Mangaluru stated that the maintenance of STP in multi-storey or commercial buildings of 2,000sqm area is difficult for the owners association. In such buildings, sewage generation is not sufficient to operate the STP. Hence, CREDAI Mangaluru has requested the MCC seeking relaxation in the STP mandate for buildings up to 5,000sqm, if the area has a UGD network.

Chief whip of the MCC council Premanand Shetty said that an agenda in this regard was discussed at a general council meeting of the MCC, recently. “It has been brought to the notice of the council in the agenda, that as per the Draft Building Construction Environment Management Regulations, 2022, notified by the ministry of environment and forests (MoEF), there is a proposal to relax the STP mandate for multi-storey or commercial buildings up to 5,000sqm built up area. However, it has not been notified yet. Further, a notification in this regard from the KSPCB is also necessary to allow relaxation in the STP mandate. Hence, the council has resolved to request the state government seeking changes in the rules,” he said.

The city corporation will write to state government after the agenda is ratified in the next council meeting, he added.
