Non-construction fee defaulters to receive notices soon in Ludhiana, ET RealEstate

LUDHIANA: Soon, the Ludhiana Improvement Trust is going to issue notices to the defaulters who have not cleared their non-construction fee (NCF) for the past several years.

According to officials, the defaulters owe at least Rs 60 crore outstanding amount to LIT. The LIT officials are currently preparing the list of such defaulters and will start issuing notices in January. The officials said that plot holders under various schemes sell their properties further, however, the new owners do not bother to get their names registered in the LIT records.

According to the norms, construction on allotted plots is to be done in a fixed time period but if it is not, NCF charges are to be recovered from the allottees. In most of the cases, NCF dues remain outstanding for years as people are not aware of the same. The officials claimed that notices will be delivered through registered post and messages will also be sent on the registered mobile numbers.

LIT chairman Tarsem Bhinder said, “The NCF is a major source of income for the trust so now we want to recover the pending dues. This amount can be utilised further for the development works in the areas falling under LIT.”

He said it would be better for the public to clear their outstanding dues.

Earlier, the LIT officials were attempting to convince the government to provide a one-time settlement (OTS) scheme for such defaulters. The chairman also held meetings with the local bodies ministers and was assured the introduction of the OTS scheme. However, when the government did not take any action on it, the LIT decided to recover the sum. Meanwhile, a list of encroachments on the LIT properties is also ready. The officials are segregating legal cases from other encroachments.

Once this is done, the officials will kick start their drive to clear the encroachments.
