State Govt Launches Portal for Measurement of Land

PATNA: In a bid to bring more transparency and minimize disputes over land measurements, the state revenue and land reforms department on Wednesday launched a portal (e-mapi) for landowners to apply online for the same. The applicant can see the status of application on the www(dot)emapi(dot)bihar(dot)gov(dot)in.

The department’s minister, Alok Kumar Mehta, said now the landowners will not need to visit block and circle offices to get their land measured by the amin appointed by the state government.

Elaborating on the features and facilities available on the portal, Mehta said the landowner will have to register online with land details and phone number. The circle officer will first get the land details verified and issue notices to those holding land (chauhadidaar) around the plot concerned with the date fixed to be present there. Then the revenue officer concerned will recommend the measurement. If anyone has objections, s/he can raise it before the circle officer (CO) concerned.

The government has also fixed the fee for amin at Rs500 per plot for rural areas and Rs1,000 for urban areas.

The process has to be completed within a maximum of 30 working days of applying online.

The department has also introduced the ‘Tatkal’ facility for those who live outside the state and come on a short visit for land measurement. They will have to pay Rs1,000 per plot in rural areas and Rs2,000 in urban locality. Their work has to be completed within seven working days, the minister claimed.

Mehta also said the amin has to measure a plot in a maximum of two days and submit the report to the CO, who will make it public on the portal.

He, however, clarified that the measurement will be free for the landless people, who have been provided land by the state government for housing purposes.
