NOIDA: The Industrial Entrepreneurs Association (IEA) has urged the state govt to amend the allotment process for industrial plots up to 2,000 sqm across all authorities.
The association demanded that these plots be allotted through a draw of lots rather than the current e-auction process, which is mandated for industrial plots up to 8,000 sqm. The IEA argues that the e-auction system makes it difficult for small industrialists to secure land, particularly as property dealers and investors often dominate the auction process.
The IEA wrote to UP chief secretary Manoj Kumar Singh expressing their concern that the new policy undermines the potential of MSMEs. It warned that the auction system could price out genuine MSME entrepreneurs, forcing them to seek land in other states, thereby stifling business growth. It also pointed out that the auction process could inflate land prices, making it unaffordable for MSMEs and hindering the development of the sector.
According to the association, this policy could create a trend of investors renting auctioned-off land to entrepreneurs, instead of directly fostering industrial development.
“If this policy is implemented, it seems the authorities have become businessmen, with little regard for the support required for industries to grow,” said IEA president Manoj Singhal.
Additionally, the association has suggested that MSMEs renting land for over five years be given priority and that the process for obtaining NOCs and consents be streamlined through the Nivesh Mitra portal.
