JAIPUR: To deter builders from constructing high-rise buildings on narrow roads inside colonies, Jaipur Development Authority (JDA) has increased rates for application of completion certificate and the earnest money mandatory to start construction work.

According to the new rule, now a builder has to pay Rs 15 to Rs 30 per square feet of the total size of the building to obtain completion certificate if the height of the under-construction building is more than 15 metre.

“We had been getting several complaints that builders were constructing high-rise buildings even on narrow roads less than 40 feet in breadth. Such constructions are not only unsafe, but also make roads congested. Most of these constructions are without parking lots and the flat owners and visitors park their vehicles haphazardly on the road. We don’t want internal roads in the colonies to get further congested,” said a JDA official.

Earlier, JDA had amended the building bylaws restricting builders from constructing three-storied (G+2) buildings on roads less than 40 feet wide. Builders can now construct three-storeyed buildings only on roads wider than 40 feet.

“In the old regulations, permission was given to build flats even on narrow roads. But after knowing the problems of parking and traffic arising from it, we had amended the bylaws. With this decision, the problems of the colonies will reduce. At the same time, the typical topography of colonies in Jaipur will not change,” said another JDA official.

Under the new regulation, permission will be given to build three-storeyed buildings on plots ranging from 350 square metre to 500 square metre if the width of the road is 60 meters or more and stilt parking is avoided. The builder can increase one more floor by constructing stilt parking facility on the ground floor.

“Now, if 5,000 square metre of construction is done at a height of more than 15 meters or less than 15 metre, the builder will have to obtain a completion certificate, for which he will have to pay a fee of Rs 15 to Rs 30 per square metre. The earnest money deposited at the time of starting construction work has also been increased. This is to demotivate the builders from constructing any high-rises on narrow roads. For bigger roads, the builders would willingly pay the fees as they would make money from an increased number of flats,” said another JDA official.
