Kharadi residents to receive property cards by April-end, ET RealEstate

PUNE: The state settlement commissioner’s office will digitise 13,300 property records across 785 hectares in Kharadi, with property cards expected to be uploaded on Mahabhumi portal by end of April or first week of May, settlement commissioner Suhas Diwase said on Monday.

Diwase said the two-day enquiry required for digitisation was scheduled for Feb 6 and 7, and would involve 60 officials from Pune, Satara, Sangli, Solapur and Kolhapur districts to carry out door-to-door visits.

The property card, besides the name of the owner, will have details of the deed of declaration which will include the name of the housing society as well. “Every property holder will receive a card on the portal after verification is completed,” he said.

Drones, ETS machines, rovers and specialised city survey inquiry software were used to finalise property maps, areas, and ownership details, officials said. Digital property tax registers and ground control points would support the verification process, they added.

Rajendra Gole, deputy director of urban land measurement, said “Work of inquiry that would usually take two to three years will now be completed in two days and it should be uploaded by April-end or first week of May.”

Property holders in Kharadi have already been notified, with specimen notices issued in the last week of Jan. The enquiry/survey is part of the Central govt’s ownership scheme launched in 2019 to modernise urban land record management.

Following Kharadi, where it has been pending for almost a decade, similar surveys will be conducted for the 23 villages that were brought under the corporation limits.

In areas where the survey has been completed, the land records department plans to slowly transit from 7/12 extracts to reduce fraud.

The project also promises significant advantages for the civic administration as the 3D GIS maps will facilitate better urban planning, efficient disaster management, and streamline the process for taxation, building permissions and infrastructure development.

A computer system developed with National Informatics Centre’s help was used in a successful pilot project in Kharadi. Consequently, mapping was approved by the Pune Municipal Corporation and was completed within two months. The maps had to receive municipal confirmation before verification, which was granted in Nov, officials said.

Similar initiatives have been completed in Mira Bhayandar and Thane corporations. In both these areas, around 45,000 properties were mapped, and property cards were uploaded on Mahabhumi.
