MHADA to develop online system for lease deed, conveyance in Mumbai, ET RealEstate

The Maharashtra Housing and Area Development Authority (MHADA) has initiated the development of an online system to manage lease deed and conveyance for buildings and plots under the jurisdiction of the housing authority’s Mumbai Board.

This is being undertaken as part of the Maharashtra government’s 100-day action plan, under which Chief Minister Devendra Fadnavis and Deputy Chief Minister & Housing Minister Eknath Shinde have directed administrative reforms to enhance citizen services.

This system will aim to eliminate manual intervention, increase efficiency, and simplify the process for citizens.

MHADA Vice President and CEO, Sanjeev Jaiswal, has issued these directives during a recent review meeting. He emphasized that many of the 114 layouts under the Mumbai Board consist of aging and dilapidated housing colonies, making redevelopment a priority. Conveyance of the buildings is must for the redevelopment.

To expedite the conveyance process and ensure a structured system, he directed officials to create a fully automated online platform. Additionally, he instructed that housing societies seeking conveyance must submit a self-declaration form, and officials were asked to prepare a standardized format for submission through the digital system.

To further streamline lease agreements for housing societies, Jaiswal instructed the development of a Standard Operating Procedure (SOP) to standardize the process under the Single Window System. He also directed officials to prepare a comprehensive list of required documents to ensure smooth processing. These reforms will significantly enhance MHADA’s housing project management in Mumbai and improve service delivery for citizens.

MHADA has constructed around 9 lakh housing units across Maharashtra, with 2.5 lakh units under the Mumbai Board’s jurisdiction.

Jaiswal stressed the need for a detailed database of these properties and directed estate managers to compile and submit a list of buildings and housing societies within two weeks.

Furthermore, an external agency will be engaged to conduct a survey of MHADA housing colonies and tenements, with the final report to be submitted within a month. This initiative will help maintain accurate records of available housing stock, including vacant and unsold units.

Addressing estate management challenges, Jaiswal instructed officials to submit a report on outstanding service charges and lease dues for each building within two weeks.

He also emphasized strengthening MHADA’s Encroachment Removal Unit by increasing manpower, providing vehicles, installing CCTV cameras, and deploying security personnel.

Jaiswal further directed that an encroachment removal unit be established for the Mumbai Building Repairs and Reconstruction Board, similar to the existing unit under the Mumbai Board.

As part of the government’s directive for biometric surveys, Jaiswal instructed that the biometric survey of 20,000 transit camp occupants under the Mumbai Board’s jurisdiction be completed by March end.

Jaiswal also directed officials to classify transit camp occupants into A, B, and C categories by March end as per the government resolution dated September 13, 2019. Any unauthorized occupation or encroachment detected during the process would result in action against the responsible regional officers.
