PANAJI: The high court of Bombay at Goa is likely to hear a public interest litigation (PIL) on Sep 26 filed by the residents of Vasco and Sancoale. The petition seeks to quash and set aside the technical clearance, construction licence, and conversion sanad for a mega project in Sancoale proposed by Bhutani.
Social worker Peter D’Souza, along with four other residents of Sancoale, also demands to restrain Parmesh Constructions Company Ltd from carrying out any development or construction activities based on the licences. The petitioners submitted that apart from causing irreversible damage to the natural green cover and biodiversity, the construction will result in the depletion of natural resources with adverse effects on the groundwater table, putting villagers in peril.
The development permissions were granted to set up the project that would construct multi-family dwelling villas and swimming pools without the permission for the required road access by the Building Regulations 2010, the petition states.
The residents have stated that the technical clearance dated Feb 2, 2024, is illegal, and the plans approved reveal the area has been deliberately and mischievously shown as a Commercial (C-1) Zone. The petition alleges that the conversion of sanad, granted by the additional collector 1, South Goa, reflects that it is an amendment to the conversion dated July 20, 2007, which had already lapsed in terms of its conditions therein and couldn’t be revived and amended from residential to commercial purpose.
