NEW DELHI: To speed up registration of property documents, wills, lease, rent agreements and other such documents, the revenue department has started an online system.

A pilot project was launched at the Defence Colony and Najafgarh sub-registrar offices last week where applicants can fill up their personal data, upload supporting records, pay stamp duty online and take appointments for the registration of the documents. Once stabilised, the national generic document registration system (NGDRS) will be adopted in the remaining 20 sub-registrar offices too.

Under the new system, people willing to register their documents can now fill up all the necessary details online from the comforts of their home, upload the necessary documents, calculate the stamp duty and even make the payment and take appointments at the sub-registrar office to complete the remaining formalities. While filling up the details, a login credential will be created, which the applicant will have to share at the sub-registrar offices for completing the process.

“The implementation of NGDRS will cut down long queues and eliminate the possibilities of errors, harassment and corruption,” said a revenue department official.

Officials said help desks have been set up at the two sub-registrar offices. The revenue department has also uploaded videos on the NGDRS portal for people to understand how the system works and the steps they need to follow to complete the registration process. The department will soon start collecting feedback from people to further strengthen the system and make it glitch-free.

Revenue department officials said the land records and registry are currently available on Delhi Online Registration Information System, which is an old tool. In this system, the online transfer of papers takes up to 20-30 days. “The process of scanning the old documents is also going at a snail’s pace and huge stacks of documents, some of them dated 2008, are lying at sub-registrar offices. Directions have been issued to engage a third-party to complete the scanning work,” said an official.

Officials added they will soon be integrating the data of the prohibited properties – illegal, evacuee and other such properties, which cannot be sold, purchased or transferred – to ensure the sub-registrars can check the details online. The department is also trying to bring investigating agencies – Central Bureau of Investigation, Enforcement Directorate and Income Tax – on board and integrate their data online.

The revenue department will also launch the e-registration system bringing MCD and DDA on the same IT-enabled platform, which will make the verification of property documents easier for sub-registrar before registering the sale deeds, said another official.
