Residents of KHB Colony demand e-khata for their properties, ET RealEstate

HUBBALLI: Residents of KHB Colony are urging the state govt to issue e-khata certificates for their properties, following recent legal amendments allowing b-khata for unauthorised properties.

For 15 years, authorities failed to provide e-property documentation, preventing residents from availing loans and completing property transactions. Frustrated by bureaucratic inefficiency and corruption, residents are demanding immediate action to resolve their long-pending grievances.

To address the issues faced by the public in this regard, amendments were made to the Karnataka Municipalities Act and rules to allow e-khata issuance for unauthorised plots. Accordingly, e-khatas will be provided for unauthorised properties registered before Sept 2024. However, the residents of KHB in Amaragol, Sattur, and Gamanagatti are facing many hurdles without e-khata.

Gangadhar Janatakal, an office bearer of the Amargol Phase 2 KHB Layout Welfare Association, told TOI that currently, govt has given a three-month deadline to all the owners of unauthorised properties within the jurisdiction of the urban local bodies to pay the property tax and provide e-khata. In the current situation, only if the property has e-khata, will that house or plot be considered official in govt records. Only then will bank loan facilities be available on such houses or plots. However, govt and the authorities have not been able to provide katha to the KHB 2nd phase, Amargol, which has been officially in existence for the last 15 years. Therefore, we request govt to provide e-khata, he added.Basavaraj Kittur, a resident of KHB Colony, said he has two plots in this colony. Due to the lack of e-khata, residents here are facing various problems. The welfare association has repeatedly appealed to govt and the authorities concerned to hand over the colony to the Hubballi-Dharwad Municipal Corporation, but to no avail so far. The authorities should take special care to provide e-property to the residents. “Some residents in the colony are suffering from severe financial problems, they have lost all hope, and if any one of them dies by suicide tomorrow, govt and the authorities concerned will be responsible for it,” he warned.HDMC commissioner Rudresh Gali said the KHB colonies are authorised colonies. “The process of handing over the KHB Colony of Amargol and others to the HDMC is going on. A letter communication has been done to pay the development charges. Once the development charge is paid to HDMC, the colony will be handed over to the HDMC. Later, the residents will be provided e-khata,” he added.
