Sancoale panchayat to issue notice to Bhutani Infra’s project, ET RealEstate

VASCO: Sancoale panchayat on Wednesday unanimously resolved to issue a show cause notice to project proponent Parmesh Construction Company Ltd which obtained permission for Bhutani Infra to build multi-dwelling units at Savarfond, Sancoale.

The meeting which lasted for three hours decided to issue the show cause notice that will be returnable within seven days, asking Parmesh Construction why the licence should not be revoked for various violations.

The project proponent will be asked to submit permissions it has been issued by various government departments, a panchayat member said.

Tense situation prevailed during the panchayat body meeting when a lawyer tried to capture visuals by attending the meeting. The four panch members — Tulshidas Naik who is also a president of BJP South Goa district along with Maria Azavedo, Nidhi Naik and Maurileo Carvalho — raised objections and demanded the panchayat secretary to bar the lawyer from attending the meeting.

After the locals demanded that other seven panchayat members support the movement against the mega project, they gave in.

Tulshidas Naik told TOI that “the project proponent of Bhutani Infra has no valid documents like environment clearances, NOC from forest department to cut trees, no permission to construct, besides other permissions required for water connection, electricity department and health authorities”.

He said that the project proponent does not have a contour plan for hill cutting under Section 17A of the TCP Act issued by the chief town planner.

“The project proponent does not possess NOC issued by the flying command officer of the Indian Navy as the proposed project comes under the radius of flying zone of the Goa International Airport,” the panchayat member said.

Tulshidas Naik alleged that the panchayat granted construction licence to the mega project in a single day after receiving a letter from the project proponent on March 11, 2024, without complying with the terms and conditions and looking at the documents required for obtaining construction licence.

The four members have objected to the mega project in the village and were constantly demanding to revoke the licence from day one, he said.
