Delhi Govt Instructs Agencies to Maximize Use of Recycled Construction and Demolition Waste, ET RealEstate

NEW DELHI: Delhi govt has instructed agencies such as DDA, DMRC, PWD, DSIIDC, local bodies, and other govt departments and organisations involved in construction and maintenance of civil works to expedite and maximise the utilisation of construction and waste recycled materials in their projects to reduce the waste reaching landfills.

The construction and waste products can be procured from govt facilities at Jahangirpuri (Burari), Shastri Park, Mundka (Ranikhera), and Bakkarwala, a senior govt official said. He said the construction and demolition waste takes up significant space in landfills. “By recycling through plants and using it in development projects, the volume of waste sent to landfills is reduced. It also helps in reducing environmental degradation,” the official added.

Additionally, it leads to the lowering of greenhouse gas emissions produced during manufacturing, as the recycling of waste reduces the energy needs that would have gone into producing new materials.

The annual target set by the ministry of housing and urban affairs for waste recycled products is 220,000 metric tonnes for 2024-2025. For DDA, it is 110,000 metric tonnes; for DSIIDC 154,000; irrigation and flood control 210,000; NDMC 26,250; PWD 110,000; DMRC 11,000; and Railway Board 11,000. State govt has asked the agencies to meet the target set up by the ministry.

Govt has also directed that all construction agencies and departments in Delhi shall submit their C&D waste recycled products and materials utilisation plan.

A senior MCD official said that the civic body has been using construction and demolition waste in its projects and would meet the target set by govt. The corporation had already used plastic waste in dense carpet work of road construction. On a pilot basis, this has been tried at three locations — Daryaganj, Siddharth Nagar and Greater Kailash I. More locations would be added to the list, he said.

He added that a directive has also been issued that payment of bills to contractors shall be stopped by govt agencies if recycled products from the construction and demolition waste processing facilities are not used by them.

Another official mentioned that all the agencies have been asked to work in a coordinated manner to achieve the targets set by the ministry, and failure to achieve it will lead to coercive action.

MCD is also planning to develop a plant — its fifth — at Tehkhand in Okhla for collection, transportation, processing and disposal of waste collected from MCD’s central and south zones.
