NEW DELHI: Delhi Development Authority (DDA) has allowed power discoms to provide new connections on all lands where DDA or any other govt agency has issued no-objection certificate in the past or where plans have been approved for development by any govt agency prior to the notification of the land pooling policy.

LG VK Saxena had recently directed DDA to issue an order in this regard. Earlier, he had received requests for power connection in such areas from all Delhi MPs, some MLAs and several resident welfare associations.

Even during Saxena’s visits to these areas, this demand had been raised by hundreds of people, said a DDA official. “The move will give relief to lakhs of people living in the development areas of 105 urbanised villages, colonies regularised by MCD prior to the issuance of Land Pooling Regulations, 2018,” the official added.

The decision will also benefit the landless persons who were allotted land under the 20-point programme, industry/godown situated in non-conforming industrial areas as per MPD-2021, and JJ colonies.

In June 2023, a decision was taken that no new connections will be allowed within the development areas of 105 urbanised villages falling under the land pooling areas.

The decision came in the backdrop that the authorisation for new constructions in these areas will be issued by DDA subsequent to the notification of sectors as per the land pooling policy. The order, however, gave exemption to lal doras, extended lal dora, and PM-UDAY colonies within the land pooling areas.

Later, it was realised that certain areas within these development areas reportedly had prior approvals or sanctions from different govt bodies.

These included colonies regularised by MCD prior to the issuance of notification of Land Pooling Regulations, 2018, land allotted to landless persons (falling within the land pooling area) under the 20-point programme by the revenue department, GNCTD, industry or godowns situated in non-conforming industrial areas as notified in MPD-2021 and govt land or allotted land or JJ colonies wherein DDA has allotted the land rights, etc.

After the LG’s intervention, clarifications have been issued for providing new electricity connections.

According to the latest DDA’s order, MCD had regularised 567 colonies in Delhi prior to the notification of land pooling. Some of the colonies are falling in the land pooling area also. So, colonies regularised prior to Oct 24, 2018 will be covered under the above-mentioned Para 3 (1) (e) Regulations of 2018. Further, land allotted to landless persons prior to this date by Delhi govt is also covered under Para 3 (1)(e) Regulations of 2018.
