NOIDA | GHAZIABAD: According to data from the Directorate of Electrical Safety in Lucknow, around 76 lifts have been registered in the state since the implementation of the UP Lift Act so far.
Out of these, 14 lifts were registered in GB Nagar and 7 were registered in Ghaziabad – these include 1 residential, 5 commercial and 1 industrial lift.
On Sept 25, the UP Lift Act was enforced in the state after a govt order was issued from the Directorate of Electrical Safety, undersigned by principal secretary (Energy and Additional Energy) Narendra Bhooshan to all district magistrates.
The order directed all district administrations to set up five-member committees that will investigate lift-related accidents and prepare reports on their maintenance, safety, and operation under the UP Lift and Escalator Act, 2024.
The legislation was approved by the state cabinet in July to control the rising accidents due to lifts and escalators in urban areas. Noida and Greater Noida, which have over 80,000 lifts in the residential societies and commercial complexes, reported at least four such incidents this year. Ghaziabad has reported two such cases.
Officials noted that all registrations need to be carried out through the online portal on the UP Directorate of Electrical Safety website – updeslift.org. “The online portal was launched on Sept 25. People can submit all documents and get lifts registered on the website itself. Once an application is processed, a registration number is provided,” Bhooshan told TOI.
He added that a delay in registration of more than six months after Sept 25, when the order was issued, will result in a penalty. “District administrations have been directed to urge all stakeholders, including AOAs, manufacturers, and AMC agencies, to get lifts registered under the UP Lifts Act at the earliest as the penalty will be imposed after March 25,” said the official.
As per the rules, if the delay to register lifts is seven days or less, then a late fee of Rs 100 per day will be charged. If the delay is more than 7 days and up to 15 days, then a late fee of Rs 200 per day will be charged for the entire period. If the delay is more than 15 days and up to 30 days, then a late fee of Rs 500 per day will be charged for the entire period, and if the delay is more than 30 days, then the operation of the lift or escalator will be stopped immediately and it can be restarted only after compliance with the provision with a late fee of Rs 10,000.
Bhooshan further said that, among the three residential lifts registered in Noida and Ghaziabad, only one is at a highrise society located in Noida Sector 137, while the others are independent houses.
“As per the data available, among all residential lifts registered in Noida and Ghaziabad, only the highrise is Purvanchal Royal Park society in Sector 137, Noida, which was registered. The other two are independent houses which got their lifts registered,” Bhooshan told TOI.
Some residents in Noida told TOI that they have begun submission for their society’s lifts on the portal.
Apart from this, a total of 8 maintenance agencies have registered in the state, while six lift and escalator manufacturers have registered so far. As per the Lift Act rules, all agencies involved in AMC and manufacturing of lifts shall get them registered with the Directorate of Electrical Safety.
“Registration of AMC agency and manufacturer of lifts is done at the state level. However, at district level, when a lift is registered, its AMC details have to be filled in a separate form during document submission,” an official said.
