PANAJI: After increasing the minimum land price in five talukas of Goa, state govt will now introduce a circle rate. This is the minimum land price for a specific area within a village, town, or city.

The minimum land price applies to an entire village, but the circle rate is a different minimum land price for specific areas within that village.

“We will come out with a circle rate for land soon,” revenue minister Atanasio ‘Babush’ Monserrate told TOI. Monserrate explained that the minimum land price is for a village’s entirety, but the same village may have different characteristics, and depending on that the price of land may vary in the same village.

“The circle rate will specify the minimum land price in that village depending on the character of a place in that village,” Monserrate said. “In case one plot in the village touches the beach, its circle price would be different. Another plot may be inside the village, and it will have a different circle rate, which today is the same as per the minimum land price.”

State govt has hiked the minimum land price in talukas, which include the capital city, port town, and commercial capital — Tiswadi, Mormugao, and Salcete — and the coastal belt talukas of Bardez and Pernem.

The minimum land price was hiked by govt for Tiswadi, Mormugao, and Salcete talukas, with prices in Panaji increasing by more than 300%.

In Tiswadi, the minimum price is between Rs 5,000 per sqm and Rs 25,000 per sqm. In Salcete, the price varies between Rs 5,000 and Rs 20,000, and in Mormugao, the minimum land rates range from Rs 8,000 to Rs 25,000.

Monserrate said he received a representation from builders from Mormugao to revise the minimum land price in Mormugao taluka. He told the builders to give him specific demands, and he will discuss them next week at a meeting.

In Sep, the surging demand for land in Pernem and Bardez talukas prompted govt to sharply elevate minimum land prices, with rates going up by 400% in the talukas’ coveted coastal belt. The rates were revised, with the price shooting up to Rs 25,000 per sqm in Bardez.

The minimum land rate in Pernem taluka will be between Rs 1,500 per sqm, going up to Rs 15,000 per sqm. In Bardez taluka, the minimum land price will start at Rs 4,000 per sqm and escalate to Rs 25,000 per sqm.

In the coastal villages of Morjim, Mandrem, Arambol, and Querim in Pernem taluka, govt revised the minimum land price from Rs 3,000 per sqm to Rs 15,000 per sqm. At Tiracol village, govt increased the minimum land price from Rs 3,000 per sqm to Rs 12,000 per sqm.

In Bardez’s coastal villages, the minimum land price at Anjuna was Rs 5,400 per sqm, at Candolim it was Rs 6,000 per sqm, and at Calangute it was Rs 6,000 per sqm. In Nerul, the price was Rs 6,000 per sqm; it has now risen to Rs 12,000 per sqm.
