Kanpur Development Authority Plans Major Urban Expansion with High-Rises and Modern Amenities, ET RealEstate

KANPUR: Kanpur Development Authority (KDA) is planning to expand the land area in the city and accommodate more residents. Recently, about 20,588 hectares of land from 80 villages surrounding the Highway Defence Corridor and the Ring Road has been incorporated into its jurisdiction.

High-rise buildings will be constructed on this land following Noida‘s model to fulfil the aspirations of people seeking their own homes.

The state cabinet has recently approved the proposal, pending only the official notification. This proposal will resolve the ongoing dispute between district panchayat and KDA regarding map approval. Subsequently, KDA will have exclusive authority to approve maps for the development of the included villages. The two departments are embroiled in a jurisdictional conflict as both have approved maps for a housing scheme in Kalyanpur. The new measure will grant authority to KDA which will conduct demand surveys before implementing development in the upcoming villages.

KDA constructed flats in Shatabdi Nagar without conducting demand surveys, resulting in unsold properties with approximately Rs 1500 crores invested. Consequently, the authority has decided against launching schemes without demand surveys.

The areas surrounding the highway, Defence Corridor and the Ring Road in the newly included villages are under surveillance. A survey is being conducted to determine optimal development strategies for connecting these areas to the city.

KDA’s chief town planner Manoj Kumar stated that KDA was preparing to develop open areas at higher elevations. Post-notification, KDA would exclusively approve maps, currently managed by the district panchayat. Maps would align with the city’s development plans, he said. Focusing on multi-storey building construction, KDA would develop plots while builders would handle construction, Kumar said. Comprehensive facilities including convention centres, shopping complexes, nursing homes, schools and colleges would be developed around the multi-storey buildings, ensuring residents’ convenience within the premises, he added.

Meanwhile, a KDA squad demolished 27 illegal encroachments on plots and roads in Gangaganj, Panki and Shatabdi Nagar. The squad removed illegal structures and felled some trees, prompting protests from individuals claiming land ownership. The officials cited forest department approval and warned against re-encroachment, threatening legal action against violators.
