MYSURU: Residents of layouts in Mysuru’s outskirts, approved by the Mysuru Urban Development Authority (Muda), are facing severe difficulties due to the absence of basic amenities.

A dispute between Muda and the newly-formed Hootagalli City Municipal Council (CMC) has left residents, who are paying taxes to Muda, without essential services, residents complained. Neither Muda nor the Hootagalli CMC have stepped in to resolve the issue, localities alleged.

Thousands of residents have constructed houses in more than 33 Muda-approved layouts, including Vijayanagar and other adjoining areas coming under the limits of Hootagalli CMC. Residents are facing problems related to drinking water, UGD, and other basic facilities in Hinakal, Koorgalli, and Hootagalli. As Muda did not hand over these layouts to the newly formed Hootagalli CMC, the residents have also been deprived of seeking facilities from the city civic body. The residents of these areas still pay taxes to Muda to ensure basic facilities, but Muda failed to do so, they charged.

The state govt formed Hootagalli CMC by merging the areas and wards of Hinakal, Belavadi, Koorgalli, and Hootagalli gram panchayats in 2021. Hootagalli, Koorgalli, and Belavadi industrial areas also come under Hootagalli CMC.

Chamundeshwari Urban Development Cooperative Association founder president BK Ravikumar, said, “Residents like us who have constructed houses in Muda-permitted layouts are demanding both Muda and Hootagalli CMC to ensure basic facilities to the areas for the last two years. But both are not ready to fulfil the demands as a tussle existed between them over handing over the layouts to newly formed city civic body limits. As we pay taxes to the govt, we demand to ensure basic facilities.”

Hootagalli CMC commissioner Chandrashekhar told TOI that he has written to the Muda commissioner and chairman to hand over various layouts in its limits to the CMC. “But so far, Muda has not handed them over. The CMC had also sought Muda to hand over such layouts after providing all basic facilities as it was collecting taxes from such residents to provide facilities for these residents,” he said.

Muda chairman KM Marigowda said he will look into the letter and initiate steps to hand over its layouts to the Hootagalli CMC.
