NOIDA: A committee comprising officials from all three development authorities of Gautam Budh Nagar is likely to study guidelines prepared by the Bureau of Indian Standards (BIS) to bring uniformity in building bylaws in the region.
Noida Authority has recently made this proposal, months after the director-general of BIS, Pramod Kumar Tiwari, urged it to include provisions of the Standardised Development and Building Regulation, 2023 (SDBR-2023) in its bylaws.
The new regulation, officials said, has been crafted with contributions from all states, the National Building Code of India, 2016 (NBC-2016), various policies and acts passed by the Centre and international practices. Overall, SDBR has 190 definitions, while the development authorities more than 60 each.
Officials said the committee – comprising senior members from the administration, planning and legal departments – will study the regulation and prepare a report on which guidelines can be incorporated in the existing building bylaws.
In 2010, the building regulations of Noida, Greater Noida and Yamuna Expressway authorities were revised to ensure uniformity. This renewed effort in standardising these regulations will be discussed at the board meeting of Noida Authority.
According to officials, SDBR has clearly defined certain new terms, simplified the map approval process, and determined standards related to building components. Necessary provisions related to firefighting, structural stability, water supply, provision of lifts, waste management and universal accessibility have been included too.
The officials believe the inclusion of some of these components of SDBR will do away with certain ambiguities.
For instance, the new regulation has crisp and short sentences presented in a table format to enhance understanding and prevent misinterpretation. Provisions such as FAR, land cover, and building height can be tailored to local needs, it says.
The Noida Building Regulations, the officials said, needed a relook because they are based on the National Building Code of 2005, which was amended in 2016. The Centre also amended the Model Building bylaws in 2016. Over the next few years, the central and state govts have come out with new policies, necessitating revision of the Noida regulations all the more.
As of now, there are certain areas where the development authorities have uniform building bylaws, like map approvals and completion certificates that are issued through a single portal.
The SDBR regulations cover permit processes for land development, building construction, redevelopment, demolition, and signage in urban areas, with each stage and timeframe clearly defined and illustrated with diagrams. The system of occupancy certificates is also clarified and made effective.
